ドバイで2023年に開催された国際連合気候変動枠組条約第28回締約国会議（COP28）では、化石燃料からの移行という画期的な合意が達成された。2050年までに温室効果ガス排出量ネットゼロの目標を達成するためには、この10年間に行動を加速させることが不可欠であり、COP28ではそのための世界的な取り組みに各国が貢献することが求められた。

The Dubai summit which was held in 2023 achieved a landmark agreement to transition away from fossil fuels for the first time. The 28th Conference of the Parties (COP28) calls on countries to contribute to the global effort to accelerate action in this critical decade to achieve net zero greenhouse gas emissions by 2050.
- Reaching agreement on transitioning away from fossil fuels in a just, orderly and equitable manner seen as a huge achievement and acknowledgement that green energies will be a major contributor of power generation in the coming decades
- Commitments to triple renewables capacity globally and double energy efficiency by 2030 was positive alongside progress on adaptation and finance
